A student can be linked to a rollclass in the attendance module which is where the data from the department network is sent. 

 Since the student is not linked to the class in Timetables nor PxP, this means the issue is happening within the data being sent from Edval (the school timetable source). 

You need to consult with your timetable coordinator to ensure the student is linked to a rollclass in Edval.
