Schools need to ensure that within Portal Console > Access Controls that Parents can access current activities and allow parents to give permission. 

Go to Activates module > select the activity you wish to publish. 

Firstly, ensure there are students added to this activity. Select Publish to Portal. 

Complete the details on screen & Publish.
