Can I send a newsfeed item for Publishing reports?

Yes as long as the Access Control in Portal Console are set to View/download. 
You need to complete all steps in Academic Reports to publish reports.
To view newsfeed go to Portal Console > Portal Console Setup > Manage Feed > Use Filters > Feed Type  > Select reports > Filter Feed
