Why do I now have two Contact Types for a parent?

Parent A was the only Contact and was ‘Responsible for Billing’. I now have a 50/50 split which has created a new Contact record for Parent A, and they now have two.
The original contact on migration of data from EBS Cash Desk would have been referred to as a Household Contact Type. 
As a result of a change to the student Responsible for Billing field, for example if split billing is now in place, i.e. each person has an assigned percentage allocated, each person is now referred to as a separate Contact Contact Type in Sentral.
