This is not a Sentral specific thing, it is standard web browser functionality. Pressing the enter key creates a new paragraph, not a new line. Pressing Shift + Enter will create a new line. 

This is the exact same behaviour as a number of standard templates in later versions (ie 2007 and beyond) of Microsoft Word, and a number of other editors, both application and web based.
